Sardar Muhammad Hossain Dogar son of Sardar Noor Ahmed Dogar was born on September 18, 1955 at Kasur. He obtained the degree of LL.B. in 1981 from Punjab University Law College, Lahore. He served as Member, District Council Kasur during 1987-92; as Member, Provincial Assembly of the Punjab during 1993-96 and also functioned as Parliamentary Secretary for Local Government and Rural Development during 1993-95 and as Special Assistant to Chief Minister during 1995-96. A landlord, an agriculturist, a lawyer and a businessman, who has returned to the Punjab Assembly for the second term in general elections 2008. He has travelled to Saudi Arabia, UK and Dubai. He belongs to a famous political family and several members of his family including Sardar Muhammad Ashiq Dogar, Sardar Muhammad Sharif Dogar and Sardar Shaukat Ali have served as Members of Punjab Assembly as well as of National Assembly.

Malik Muhammad Aamir Dogar son of Malik Salah-ud-Din Dogar was born on January 1, 1972 at Multan and holds the degrees of M.A. (Political Science) and LL.B. He is an advocate and a businessman. He has served as Coucillor, Muncipal Corporation Multan during 1998-99, as Naib Zila Nazim, Multan during 2001-04 and as Nazim Multan as well. He has been elected as Member, Provincial Assembly of the Punjab in general elections 2008. He has visited USA, UK, KSA and several countries of Europe, Central Asia and Middle East. He has been associated with various sports and other organizations of Multan. His father remained Member of Punjab Assembly for three consecutive terms during 1985-88, 1988-90 & 1990-93 and now he is a sitting Senator; his uncle, Malik Liaqat Ali Dogar was MNA during 2002-07.

Sardar Wajid Ali Dogar son of Sardar Allah Ditta was born on February 2, 1967 at Pakpattan. He passed intermediate in 1990. He has been elected as Member Provincial Assembly of the Punjab in bye-elections 2008 against the seat vacated by his brother Sardar Mansab Ali Dogar, who had won both National and Provincial seats and opted for National Assembly seat. He served as Member District Council Pakpattan during 1992-95; as Nazim District Government, Pakpattan during 2005-08. His brother remained Member Provincial Assembly of the Punjab during 1997-99 and is a sitting MNA.

Air Commodore Mukhtar Ahmad Dogar

 
Born in early 1920s in village of Jhangvi, Punjab, India. He was self-educated, hailing from a humble family of farmers. Inspute of objections from his parents and family, who preferred he work in the fields, he walked 7 miles each day to school. He offered free tuition to a local household’s children on his way back from school, in exchange for a meal and time to finish his own studies, since there was no electricity in his village and he could not read/write in the dark.

He finished his schooling and joined Faisalabad Agricultural University (before partition) to receive a Bachelors in Agriculture and won gold medalist award in Mathematics. He joined the Indian Air Force as a pilot in the 40s and moved to Pakistan after partition with his wife and daughter of a few months. The journey to Pakistan was on foot and very grueling, encountering several attacks from Hindu and Sikh bands. After reaching Pakistan, he settled back Faisalabad, where he took up a job teaching in a local college.

He finally enlisted in the Pakistan Air Force and was awarded the Sitaar-e-Juraat by Ayub Khan for his bravery in a 1948 daring mission into Indian-occupied Kashmir.

Air Commodore Mukhtar Ahmad Dogar was the Pakistan Air Force bomber pilot and aerial warfare specialist who was the first military person to receive the Pakistani military award Sitara-e-Jurat. A World War II vetern, he is most known for his participation in Indo-Pakistani War of 1947 when he had interecepted the IAF fighter jets. A founding and former member of what is known now as Special Service Wing, Dogar is known to be instrument in creation of a special forces unit for the Pakistan Air Force called the Special Service Wing (SSW).



Air Force Career

Indo-Pak War of 1947

Dogar gained a commission in Royal Air Force, and was accepted into the Royal Air Force Academy in Cranwell. After he graduate from the Academy, he gained his B.S. in Aerospace studies. After his education, Dogar joined Royal Air Force, and participated in 1945 Burma Campaign as a Flying officer. After the independence of Pakistan, Flying officer Dogar opted Pakistan's nationality, and was inherited in No. 5 Squadron Falcons. He was stationed in Gilgit-Baltistan, and actively participated in Indo-Pakistani War of 1947. On November 4, 1948, Flying officer Dogar, a fighter pilot of Hawker Tempest, was operating a defenceless Hawker Tempest, nickname Dakota, in the valleys of Kashmir was attacked by two Indian Air Force (IAF) Tempest fighter aircraft and ordered to surrender and land at Srinagar. Though unarmed and unable to retaliate, the undaunted pilot refused to capitulate.

Kashmir Valley Operations

The Government of Pakistan had given orders to PAF to stay away from the conflict. Pakistan, facing with limited aircraft and the hazardous weather, was issued specific orders to PAF to not to involved in the conflict while the ground operations were understaken by the Army. In early morning of 4 November 1948, Dogar along with Flying Officer Jagjivan, took off to Skardu to drop the military load to Pakistan Army. While returning to base, the pilots had spotted the IAF's Hawker Tempests, in a covert operation. At first, Dogar believed it was the Pakistani aircraft, but the pilots had not received any early warning from the Air Force control base.
Dogar continued flying with the IAF pilots. After 15 minutes, on the radio the IAF Tempests pilots ordered Dogar and Jagjivan to go to the nearest Indian airfield but Dogar and Jagjivan took no response of the order and continued flying to Risalpur Airbase. The order was repeated three times but the PAF pilots did not respond back. Aggravated, the IAF pilots threatened to shoot Dogar and Jagjivan down if the orders aren't followed. The IAF pilots fired a free burst to show that they were armed. Dogar and Jagjivan tried to avoided to respond back as they had given orders by the Government of Pakistan. The army personnel on ground had requested the pilots to ease off. Flying Officer Alfred Jagjivan and Naik Mohammad Din, however, stood watching from the open doorway of the aircraft, blissfully unaware of what was to come to them a minute later.
At this time, one of the IAF pilot broke off, gained a little height and came in to attack. He obviously meant business now and fired a full burst of 20mm at PAF pilots, fatally wounding Naik Mohammad Din and knocking Jagjivan unconscious with a profusely bleeding arm. The encounter had lasted twenty to twenty five minutes. Flying Officer Dogar began to retaliate and wounded PAF pilot Alfred Jagjivan came to his rescue. The PAF pilots had shooted down the IAF pilots, killing all the IAF pilots in action. '
Air Commodore Dogar and Air Commodore Alfred Jagjivan was awarded the Sitara-e-Jurat for his daring handling of the belligerent Indian Air Force Fighters on 4 November 1948. His Sitara-e-Jurat is the first for Pakistan Air Force.
  
Indo-Pakistani War of 1965

Dogar, as Air Commodore (Brigadier-General, was serving as Air Commodore-in-Chief in PAF. Dogar had participated in Operation Gibraltar, and was an instrument creating a special forces unit within in Pakistan Air Force (PAF). Dogar was first who established and founded "Special Airwarfare Wing" (now-known as Special Service Wing), where he had served there as first Air Commodore-in-Chief. He played an important role, and headed the SAW until his retirement in 1968.

Abdul Hameed Dogar


Abdul Hameed Dogar  is a former justice of Sindh High Court and a former Chief Justice of Pakistan.
Following the Proclamation of Emergency by General Pervez Musharraf as Chief of Army Staff, on November 3, 2007., Justice Dogar took oath on Provisional Constitutional Order (PCO) and was administered the oath of office of Chief Justice of Pakistan. On July 31, 2009, the Supreme Court of Pakistan, in delivering a decision on Constitution Petitions No. 08 and 09 of 2009, declared that the taking oath on PCO was not legal and held that Justice Dogar was never a Constitutional Chief Justice of Pakistan as the office of the Chief Justice of Pakistan was never vacant by the de jure Chief Justice, hence treated him the de facto Chief Justice of Pakistan by protecting his all administrative, financial acts and any oath made before him in the ordinary course of affairs of the office of the Chief Justice of Pakistan, except the recommendations made by him in respect of appointments and reappointments for the offices of the superior judges.


Life

Dogar was born in the village of Gaarhi Mori, in Khairpur district, Sindh province.
He passed LL.B. from Law College, Punjab University in 1969. He enrolled as Advocate in 1970 and practiced law for 25 years before elevation to judiciary.
He also attended Third Lawyers Courses/Lectures in Shariah (Islamic Law Course) in 1991 in International Islamic University Islamabad, Al-Azhar University (Cairo) Egypt, Macca and Madina University, Saudi Arabia.

Mr Dogar joined the judicial service on April 10, 1995 with an appointment to the Sindh High Court
He was elevated to the Supreme Court on April 28, 2000.
Following the Proclamation of Emergency by Chief of Army Staff General Pervez Musharraf, Dogar was appointed as Chief Justice of Pakistan. He took oath on Provisional Constitutional Order (PCO) on November 3, 2007. Earlier a 7-member bench of the Supreme Court had overturned the PCO. Dogar was one of the only four sitting judges in Supreme Court who immediately took oath under the PCO 2007 on November 3, 2007, when the majority of Supreme Court judges refused to take oath under the PCO. The others judges who took the PCO oath with him were Muhammad Nawaz Abbasi, Faqir Muhammad Khokhar and M. Javed Buttar. Later in the evening, in Karachi Saiyed Saeed Ashhad also took oath on PCO on November 3, 2007.
Chief Justice Abdul Hameed Dogar took a new oath on 15 December 2007, this time on the constitution.\
He retired from Supreme Court on March 21, 2009.
On July 31, 2009, in a landmark verdict, the Supreme Court of Pakistan termed as illegal and unconstitutional the appointment of Abdul Hammed Dogar as Chief Justice.

Controversies

 Oath on PCO 1999

On January 26, 2000, the higher judiciary was asked to take fresh oath of office under the PCO 1999 by the Chief Executive General Pervez Musharraf. Justice Dogar as the sitting judge of Sindh High Court took oath. On 31 July 2009 the Supreme court of Pakistan unanimously declared in a judgement that Musharff's act of 3 November 2007 to impose the emergency as a Chief of Army Staff was unconstitunal and unlawfull. Consequently in the absence of consulations made by the Dejure Chief Justice of Pakistan, all the nominations made by the Defacto Chief Justice Abdul Hameed Dogar during his tenure were held to be null and void. On November 3, 2007, the then Chief of the Army Staff Gen. Pervez Musharaf declared emergency in Pakistan and issued a Provisional Constitutional Order (PCO). A seven bench supreme court bench headed by the Chief Justice Iftikhar Muhammad Chaudhry issued an order that declared emergency illegal and ordered that no judge shall take oath on PCO.
Mr. Dogar along with 3 other judges immediately took the oath under PCO. Mr Dogar was appointed as the Chief Justice of this newly constituted Supreme Court  . On November 23, 2007, Mr Dogar and the newly constituted bench consisting of Ijaz-ul-Hassan Khan, Muhammad Qaim Jan Khan, Musa K. Leghari, Ch. Ijaz Yousaf, Muhammad Akhtar Shabbir and Zia Pervez declared that all judges, including the then Chief Justice Iftikhar Muhammad Chaudhry, who did not take oath on PCO, are deemed to have been removed from the bench.
In a later development, on December 3, 2007 federal government issued notification of removal of three justices of Supreme Court without any retirement privileges. They were: Chief Justice Iftikhar Muhammad Chaudhry, Justice Rana Bhagwandas and Justice Khalil-ur-Rehman Ramday.
On March 21, 2009 when Mr. Justice Dogar retired from the bench as the Chief Justice of Pakistan, the Chief Justice Iftikhar Muhammad Chaudhry, who was declared to have ceased to hold the office by the bench headed by Chief Justice Abdul Hameed Dogar, was notified as restored to bench as Chief Justice. Since Iftikhar Muhammad Chaudhry after November 3, 2007 was not re-appointed as Justice and also never re-took oath of office, legality of appointment of Mr Dogar as Chief Justice is questionable and Mr Dogar is considered as a De-facto Chief Justice rather than De-Jure

Bank loan

Mr. Justice Dogar Purchased a house which was already on loan granted to earlier owner. Thus, the same liability was transferred on him. A loan of Rs. 8.93 million from the National Bank of Pakistan has been paid by him and nothing is outstanding anymore

Reassessment of daughter's FSC results

An investigative report by Daily News found out that Justice Dogar's daughter Farah Hameed Dogar examination paper for F.Sc. were reassessed in violation of previous Supreme Court rulings. While the results of 201 candidates were revised only for Farah were the examination papers re-marked and the numbers increased. In the other 200 cases, only errors in adding the total marks were corrected.
